An IP blacklist (Real-time Blackhole List or RBL) is a real-time updated database containing IP addresses known to send spam, engage in malicious activity, or otherwise violate the policies of internet service providers and email providers.
An IP address can be blacklisted for several reasons, such as: sending spam, distributing viruses or malware, phishing attempts, operating an open relay SMTP server, or if the server's vulnerabilities have been exploited and it's used for malicious activity.
